The city council convened in the upper hall for centuries. It used to be a place for the administration of justice, conclusion of treaties, diplomatic reception and for decisions contributing to the common good for the society of Bremen.
Today, with a length of 41 meters and a width of 15 meters, the upper hall is used for festive events, receptions, and concerts. The mayor welcomes the citizens of Bremen to attend social events or discussions in the upper hall.
